Buying in Arnona, Talpiot (Jerusalem): 2026 prices, properties, due diligence

Arnona is the largest pool of new apartments in south Jerusalem: 1990s-2020s buildings, towers going up along Derech Hevron, views over the Judean desert and Bethlehem, ten minutes by bus from the Old City. Young families, olim and investors find new construction here 20 to 30% cheaper than in Baka or Katamon. This guide gives prices by size, the projects, and the guarantees to demand off-plan.

The short answer

Arnona and Talpiot trade at ₪32,000 to ₪42,000 per m² for resale and ₪42,000 to ₪55,000 per m² for new construction (declared transactions, Q3 2026). A 4-room apartment of 100 m² gross costs ₪3.2M to ₪4.2M in a 1990s-2000s building and ₪4.2M to ₪5.5M in a new tower with parking (about $1.17M to $1.53M). This is the Jerusalem neighbourhood with the most apartments for sale off-plan: Arnona HaTzeira, the Derech Hevron corridor, the pinui-binui projects. Buyers are young families, olim and investors; the due diligence is about Sale Law guarantees, indexation and real delivery dates.

The neighbourhood: Arnona, Talpiot and the Derech Hevron corridor

Arnona sits on the hill in south-east Jerusalem between Derech Hevron (Hebron Road) to the west and the Haas Promenade (Tayelet) to the east, with views over the Old City, the Judean desert and Bethlehem. Old Arnona, around Ein Gedi, Yehuda and Leib Yaffe streets, keeps villas and small buildings from the 1930s-50s. Arnona HaTzeira ("young Arnona"), to the south, was built in one go in the 1990s-2000s: 6- to 9-storey buildings with elevator, parking and safe room, inner gardens, planned schools and nurseries. On Derech Hevron at David Flusser street, the former US consulate became a branch of the US Embassy in 2018.

Talpiot, to the north-west, splits between the older residential area along Derech Beit Lechem, next to Baka, and the industrial zone (Pierre Koenig, Yad Harutzim, HaUman), now converting: shopping centres (Hadar), offices, and mixed residential towers allowed under the municipality’s densification plan. Along Derech Hevron between Talpiot and Arnona, the 1960s-70s public housing blocks are the subject of the city’s biggest pinui-binui projects: several thousand apartments programmed by 2035.

No light rail yet: the planned Blue Line is to run along Derech Hevron, but works have not started on this stretch. Buses 71, 72, 74 and 75 reach the city centre in 15 to 25 minutes, the Old City is four kilometres away, the First Station and Emek Refaim twenty minutes on foot from Talpiot. Mixed population: secular and observant families, many American and French olim, students, and an Anglo community organised around synagogues such as Hazvi Yisrael and Ramat Rachel.

What you buy, and at what price

Prices observed in Q3 2026, gross area. "Resale" here means the 1990s-2010s buildings of Arnona HaTzeira and residential Talpiot; "new" means developments delivered or under construction on Derech Hevron and in Arnona. Old blocks slated for pinui-binui sell at ₪26,000-32,000 per m². ₪1M ≈ $278,000 ≈ £218,000.

Three families of property. The 1990s-2010s buildings of Arnona HaTzeira: rational layouts, elevator, parking, a mamad in the newer ones, building fees of ₪400 to ₪800 a month. The big new developments on the Derech Hevron corridor: towers of 12 to 30 floors, 100 to 400 units, a pool or gym in some, delivered between 2026 and 2030. The pinui-binui projects on Derech Hevron and in Talpiot: new apartments sold off-plan 10 to 20% below conventional new-build prices, against a 4- to 7-year wait after signing. In every case the advertised area is gross: 100 m² gross is 80-85 m² of living space, about 860-915 sq ft (see gross vs net square meters), and the advertised price usually excludes parking (₪150,000 to ₪250,000) and storage.

The new projects: what is being built

The municipality’s master plan turned Derech Hevron into a densification axis: the road is to carry the light rail, 10- to 30-storey buildings on the street front, shops at ground level. On the ground in 2026, three kinds of site. Private developments on free or cleared land, sold off-plan with 20/80 schedules (20% at signing, 80% at the keys) or 15/85, with 5 to 10% discounts negotiated on the last units. Pinui-binui projects of 200 to 800 units, where the developer rehouses the occupants and sells the additional apartments; part of the stock is reserved for long-term city residents. Mixed towers in Talpiot, above shops and offices, aimed at young professionals and investors.

What you buy off-plan: a contract protected by the Sale Law (Apartments), which obliges the developer to give a bank guarantee or an insurance policy on every payment beyond 7% of the price; a balance indexed to the madad tshumot habniya (construction cost index); a contractual delivery date, with penalties due beyond 60 days of delay; a technical specification (mifrat). The developer’s lawyer’s fee, charged to the buyer, is capped at about ₪5,500 + VAT. The full mechanism is in buying off-plan from a developer.

Who buys in Arnona

Young Jerusalem families first: Arnona HaTzeira was designed for them and remains, with Kiryat HaYovel, the most common compromise between price, schools and access to the centre. Olim next, American and French above all: 75% financing, near-zero purchase tax on an only home, and an established Anglo community that eases the landing; many rent in Arnona before buying there. Investors last, residents and non-residents, drawn by new stock at ₪42,000-55,000 per m² that rents at 3 to 3.5% gross, with stable tenants (families, consulate and NGO staff, students reaching Mount Scopus on direct buses). Diaspora buyers after a second home generally prefer Katamon or Baka, more central and more expensive.

Estimated indexation of the 80% balance (index +3.5% over 3 years)≈ 78,400 ₪
Mortgage broker, bank file, translations, power of attorney≈ 18,000 ₪
Estimated total cost at delivery≈ 3,326,714 ₪ (+ 18.8%)
Mortgage at 50%, drawn at the keys1,400,000 ₪ → ≈ ₪7,900 / month over 25 years
Cash to plan for (₪560,000 of it at signing)≈ 1,926,714 ₪ (≈ $495,000 / £390,000)

No agency fee on a purchase direct from the developer. Purchase tax is declared within 30 days of signing and paid within 60, even with delivery three years away. The indexation is an estimate: the construction cost index has risen 1.5 to 4% a year depending on the year; ask the developer for a cap or an exclusion on the deposit. An oleh who settles before delivery would pay about ₪4,100 of tax instead of 224,000 ₪: see mas rechisha 2026.

Due diligence specific to Arnona

  1. The Sale Law guarantee, payment by payment. Every payment beyond 7% of the price must be covered by a bank guarantee (arvut bankait) or an insurance policy handed over before the wire, into a project account (heshbon livuy) and never into the developer’s current account. Your lawyer checks the accompanying bank and the wording of the guarantee.
  2. The real timeline. A 6- to 12-month delay is normal in Jerusalem; penalties only run beyond 60 days and are computed on a reference rent. For a pinui-binui, demand the project status: occupants’ signatures, approved plan (taba), building permit, demolition. Before the permit, the delivery date binds nobody.
  3. What the price includes. Parking, storage, air conditioning, kitchen, finishes above standard: the mifrat (specification) governs, not the brochure. Compare developers on the "all-in" price.
  4. Indexation and schedule. 20/80 means 80% of the price is indexed for the whole construction period. Negotiate a cap, or a schedule that limits exposure if you have the funds.
  5. Industrial Talpiot. In the mixed towers, check the use of the lower floors (offices, shops, restaurants) and the shared-ownership rules; a tower above a shopping centre has neither the fees nor the quiet of a residential building.
  6. Views and future obstruction. The desert view is worth 10 to 20% of the price; the Derech Hevron densification plan allows towers that will block some views by 2035. Read the planning status of the neighbouring plots before paying for the view.

The developer’s contract is drafted by the developer’s lawyer, in the developer’s interest. Have your own lawyer review it before signing, in particular the delay, indexation and plan-change clauses: see real estate lawyer in Jerusalem.

Rentals and yield

A new 4-room rents for ₪8,000 to ₪10,500 a month on a yearly lease, a 3-room ₪6,500 to ₪8,000, a 1990s 4-room ₪7,000 to ₪9,000. Gross yield comes to 3 to 3.5%, half a point above Baka and Katamon, with low vacancy: tenant demand comes from families, olim waiting to buy, diplomatic and NGO staff. A non-resident investor buying off-plan has one more advantage: a new apartment rents without renovation and the developer’s warranty period (bedek) covers defects. Short-term letting is marginal here, the neighbourhood not being a tourist one. Tax on rental income (exemption up to ₪5,654 a month in 2026, 10% flat rate or real regime): see Shekel Guide.

Frequently asked questions

Arnona or Talpiot: what is the difference for a buyer?

Arnona is the residential hill between Derech Hevron and the Haas Promenade (Tayelet), with old Arnona’s 1930s villas and Arnona HaTzeira’s recent buildings. Talpiot means both the older residential area to the north (Derech Beit Lechem) and the industrial zone in transition (Pierre Koenig, Yad Harutzim), where mixed office-and-residential towers are going up. Prices are close, ₪32,000 to ₪42,000 per m² for resale, but the industrial zone stays noisy and under construction for a decade.

How much is a new 4-room apartment in Arnona in 2026?

Between ₪4.2M and ₪5.5M (about $1.17M to $1.53M) for 100 to 110 m² gross with balcony, parking and storage, depending on floor and view. In a pinui-binui on Derech Hevron the same apartment sells for ₪3.6M to ₪4.5M, against delivery in 4 to 7 years. In a 1990s-2000s resale building, expect ₪3.2M to ₪4.2M.

What is CPI indexation on an off-plan purchase, and what does it cost?

The balance owed to the developer is revalued every month on the construction cost index (madad tshumot habniya). With a 20/80 schedule and delivery in three years, an index rising 3 to 4% over the period adds ₪70,000 to ₪100,000 on a ₪2.8M apartment. Some developers cap the indexation or exclude the first 20%: it is negotiable.

Does the US consulate affect prices?

The former consulate site on Derech Hevron at David Flusser street has housed a branch of the US Embassy since 2018. Its effect on prices is marginal; what drives value is the view, parking, floor and distance to the express bus stops into town. Security constraints (closed streets, occasional checks) do exist within a few hundred metres.
